CONFERENCE THEMES
Indian economy has been expanding rapidly and being considered as fastest growing economy in the world. A noticeable structural transformation has been observed over the last seven decades. The share of primary sector in GDP has declined sharply from 58.8 percent in 1950-51 to 18.6 percent in 202021. On the other hand, service sector registered a rapid increase from 27.8 percent to 53.6 percent and the secondary sector share of GDP increased from 13.2 percent to 27.8 percent during the same period. Landlocked and marine resources exploitation will occur, given technological advancement, to increase Indian economic pie. Hence, there is a need for sustainable development by mobilization, allocation and management of resources within the criteria of efficiency, distributive justice and other justice considerations to meet the needs, wants and challenges of 1.4 billion population. The Government of India aims at $7 trillion economy by 2030. It has initiated several programs like
Make in India, Skill India, Start-ups, Good Governance to double the economy within a span of seven years. In addition, as a signatory to international conventions and conferences regarding promotion of international trade, sustainable development and peace it incorporates the provisions in the Constitution. It necessitates academic-industry-State interactions to design efficient incentive structure to change the behavior of stakeholders to achieve the sustainable development that in turn promote value of life. The conference provides a platform for the academicians, industrialists, professionals, practitioners and policy makers to disseminate the knowledge, interaction with the resource persons and develop a network in the interdisciplinary areas of law and economics. The previous conferences largely have been focused on private and business law. Moreover, our
nation’s economic growth and development also necessitates public law. Hence, the 9th International Conference on Law and Economics (ICLE, 2023) at the Babasaheb Bhimrao Ambedkar University, Lucknow, will be focused on Constitution of India. The functionaries of the Constitution of India especially separation of powers and rights, and obligations of citizens which promote national, environmental, data, food, financial security and peace for enhancement of overall value of life. The conference also encourages academic contribution in the areas of private and business law. The broad themes of the conference will be based on the Journal of Economic Literature classification mentioned in code ‘K’: Law and Economics. Research Papers are invited for the ICLE, 2023 on the themes of Law and Economics. It will provide
an opportunity to discuss interdisciplinary research that will promote scholarship on Constitution of India and the Rest of the World, and also in the areas of private and business laws.

Department of Economics
The Department of Economics is offering M.A., M.Sc., & Ph.D. programs. The Department is working with a vision of creating global academician and researchers. The department is having advanced infrastructural facility like computer laboratory and library facility with huge collection of national and international books and journals. Further, department has eminent and skilled faculty members to train the students in accordance with the need of the corporate job market. The Department focuses mainly on advanced teaching and research. The curriculum is very comprehensive and job oriented. The Department involves the students in seminars, conference, field exposure and debates. Eminent professors from other National & International institute such as Central Universities, IIMs and IITs being invited to interact with students.

Concept Note for Panel Discussion
Scientific and technological development will provide incentives to economic agents to exploit resources intensively and extensively that enhances economic growth and development. Cyber critical, space, and nano technologies under the purview of man-machine interactive decisions at householdsfirms and the state levels necessitates fair play regarding the determinants of transaction costs (frequency, specificity, uncertainty, limited rationality, and opportunistic behavior) for mobilization, allocation and management of resources in the digitalized globalism to secure Value of Life (VoL). The design, implementation and compliance of ex-ante and ex-post approaches promotes
interests of the citizens of India, given resources. Hence, scarce VoL to larger percentage of citizens due to techno-economic challenges in India. Therefore, there is a need for research, advocacy and awareness on structure-conduct-performance of the Constitution to secure VoL in India. Thus, the 9th International Conference on Law and Economics (ICLE, 2023) at the Babasaheb Bhimrao Ambedkar (Central) University, Lucknow, focuses on functionaries of the Constitution of India especially
separation of powers and rights, and obligations of citizens which secure VoL. “Mobilization, allocation and management of resources in agriculture, industry, services and social (environmental) sectors in digital economy at Household-Firm-the State levels man-machine interactive decisions under the criteria of (a). Efficiency, (b). Distributive Justice, and (c). Other Justice Considerations for market and non-market transactions within the purview of Constitution of India (Fundamental Rights, Fundamental Duties and Directive Principles of State Policy) for Wealth, Wellness and Wiseness (WWW) that secure VoL”.
